Dr. Rob Kling, and Dr. Tom Jewett had the view, that it is not possible to teach Social Informatics step-by-step from a traditional textbook. (Jewett & Kling, 1996).

I had not seen this Jewett & Kling reference, thanks for the post. At first I thought it might be profound. Then it occurred to me that I've never really believed that anything could be taught "step by step straight from a text..."
Profound statements are often very simple and self evident :-)
My experience, from Norway, is that many lecturers in Computer Science does not feel comfortable with social issues of computing, and therefore stick to a pure "text based" teaching. I have tried in my work, to show that it's relatively simple to capture the harts and minds of computer science students, and get them involved in social issues. And as soon as one manage that, one may feel free to forget the text books.
Another major challenge is that quite a lot of computer science lecturers are uninterested in social issues of computing, and treat this as something they have to do, and want to get it over with as quickly as possible.
